Mr. Mutware Joseph Seb. works with
the Firm as capacity building and Policy expert Mr. Joseph Mutware Seba is a dedicated and results-oriented policy and institutional development expert with a solid background in socio-economic development research and innovation, socio-economic sector governance and programs and projects management. For over 14 years, Mr. Mutware has been involved and contributed in the design/formulation and development of different socio-economic public policies in Rwanda. He carried out several policy and institutional analyses to support the strengthening of the socio-economic sector governance, effective project and programs management, capacity enhancement, cross-sectoral and inter-governmental coordination, public delivery systems, monitoring, evaluation and learning systems as well as accountability mechanisms. He has competences and technical skills in engaging and facilitating stakeholders for policy dialogue through working with governments, private sector, Development Partners and other stakeholders to advocate and improve enabling policy environments to facilitate non-state actor’s engagement in public services delivery. Mr. Mutware has provided strategic and technical assistance for enhancing policy, legal and institutional frameworks to support socio-economic development and managed the public sector support component with focus on public policy analysis/reform, public-private dialogue and institution capacity building. He has provided technical support in designing/formulating gender responsive market-oriented projects that strengthened and promoted sector productivity, marketing and distribution systems for an inclusive and sustainable growth. Mr. Mutware performed impact evaluation of public policies, monitoring and evaluation. He is capable of working with a minimum supervision within a multi-disciplinary and dynamic environment. He has demonstrable intellectual skills in research, surveys, documentation, managing for impact and mentoring people. He is skilled in applying qualitative and quantitative research methods with good command of statistical software such as SPSS, Stata, etc.

Miss Mukandinda Cyuzuzo Clarisse Joined the Firm as Environment and GIS consultant She is a Certified Environmental Practitioner, holding a Master of Engineering in Environmental Science and Engineering, and a Bachelor of Science in Geography (Environmental Management). She has 5 years of relevant working experience. She has practical working experience in projects involving environmental monitoring and evaluation in terms of environmental compliance. Clarisse has also a solid knowledge in GIS and remote sensing, with practical working experience in survey and mapping

Mr. Rusibiza Marcel works with the Firm as a Soil scientist and agriculture expert He holds a master’s degree in agro-forestry and Soil management with bachelor’s degree in environmental and soil science. He has over 6 years of experience in studies involving soil science. He participated in different Environmental and Social Impact Assessment studies as soil scientist and ecologist. He has worked with both national institutions and international organisation such as Food and Agriculture Organisation(FAO) and ICRAF.
Dr. Innocent Muhire Works with the Firm as
Dr. Innocent Muhire Works with the Firm as Environment and Climate Change Consultant Dr. Innocent Muhire has a PhD in Environmental Science and Master’s in Geography with 16 years of relevant working experience. He has relevant practical working experience in training and capacity building of staff and scholars gained through delivery of various academic courses/modules of geography, environment, GIS among others at different high Learning Institutions at national, regional and international scales. He is highly experienced in program advisory and consultancy services especially in natural resources, environmental science, climate change, adaptation and mitigation to climate change, GIS and related fields. Furthermore, he has an international and national recognized experience in writing books (e.g. REB’s books, academic books), consultancy reports and scientific papers. His relevant professional memberships include the African Association of Remote Sensing of the Environment (AARSE), South African Association of Geographers

Has worked with a numerous institutions including the Ministry of Environment, Sustainable Development, and Disaster and Beach Management in Mauritius (2015), Rwanda Environment management Authority (REMA) in Rwanda (Kigali, 2006 – 2015), the Ministry of Environment and forestry in Madagascar (2013-2014), the Trade Policy Training Centre in Africa (TRAPCA) from Tanzania (2013), the Abdus Salam International Centre for theoretical Physics (ICTP) in Italy (Trieste 2002-2009), IGAD Climate Prediction and Application Centre (ICPAC) in Kenya (Nairobi, 2003), National Centre for Environmental Prediction (NCEP) in United States of America (Washington DC, 2001), Rwanda Meteorology Agency (1997-2006). Mr. Alphonse MUTABAZI published 6 scientifically significant reports and papers as main Author and Co-author. Mr. Alphonse MUTABAZI holds a master of science in engineering, with a focus on meteorological engineering, from the Russian State Hydro-meteorological University (Saint Petersburg, Russia). In addition to Kinyarwanda Mr. Alphonse MUTABAZI speaks fluently English, French and advanced Russian.

Over the last 24 years the consultant has worked in different projects/institutions including: Ministry of Health/School of Health, National University of Rwanda/School of Conflict Management; Water and Sanitation Program in South Province (PEPAPS), The consultant has worked with International Organizations such as International Committee of Red Cross (ICRC), German Technical Cooperation Agency GTZ/SASS, RCN Justice & Democratie, SMEC and Surbana Jurong Group, CTB-BTC (actual Enabel), European Union (EU). The consultant is conversant with European Union policies particularly the Adapting to Climate Changes, Agriculture and Rural Development, Agriculture and Environment. She is also familiar with international and national policies in relation to Water Resources Management, Marshland Conservation. The consultant has worked on different areas such as: Water, Sanitation, Agriculture/Irrigation Projects, Lake shores Protection, Rusizi River Conservation, Wetlands Conservation, Land Consolidation, Health, Hygiene and Sanitation.

Mrs.UMUTANGAMPUNDU Speciose is an improving access and quality healthcare provider. She is a member of international council of nurses since 2010 up to now, therefore she is an Examiner of National council nurses and midwives. She holds a Bachelor of Sciences in General nursing, and she is pursuing Master of Science in healthcare informatics. Over the last 18 years she has worked in different projects/institutions including: Ministry of Health/National University of Rwanda/College of medicine and health sciences/school of nursing and midwifery ; Water and Sanitation Program in South Province (PEPAPS), The improving access and quality healthcare provider has worked with International Organizations such as International Committee of Red Cross (ICRC), German Technical Cooperation Agency GTZ/SASS, CTB-BTC (actual Enabel), European Union (EU). The improving access and quality healthcare provider has participated in different events such as: Rwanda nurses and midwifery union (RNMU /UPHLS), The Training, Support and Access Model – College of medicine and health sciences (TSAM-CMHS), Fistula Care of Engender, Health, MINISANTE, CHUK, Land Consolidation, Health, Hygiene and Sanitation. Recently, She Joined Bureau for Environmental and Social Services where works on various constructions supervising health care, hygiene, and sanitation in workers camps and community health and safety around construction sites. She also works as team members in providing advisory services in Gender based Violence (GBV), Sexual exploitation and Abuse (SEA), HIV/AIDS and other Sexual transmission diseases as well as communicable diseases.
